  • The 68th Legislative Assembly passed HB 1225 which appropriated funds in the amount of $300,000 to North Dakota Information Technology for the purpose of providing grants to North Dakota counties for expenses related to an online portal or promulgating online access for electronically accessible property information and property tax information based on geographic information system data and electronic property information, for the biennium beginning July 1, 2023, and ending June 30, 2025.

    This grant will consist of two Funding Opportunities.  North Dakota counties that have not implemented any electronically accessible property and property tax information, or North Dakota counties that have not fully implemented electronically accessible property and property tax information with searching functionality will be eligible for award during the first Funding Opportunity.   

    If a North Dakota county receives a grant under this section, the online portal or online access to electronically accessible property information and property tax information must:

    • Integrate with a computer-assisted mass appraisal system.
    • Use a consistent format to display property and property tax information for all properties.
    • Include any available pictures or sketches associated with each property.
    • Provide access to property tax estimates based on data from a computer-assisted mass appraisal system.
    • Have options to keep exempt and confidential information from being publicly accessible.
    • Allow users to perform basic and advanced searches of property and property tax information, including search options for comparable sales and by property classification for residential, commercial, and agriculture properties.

    The second Funding Opportunity will consist of any funds not awarded during the first Funding Opportunity and will open for applications July 1st, 2024 and will close September 30th, 2024.  North Dakota counties that have already implemented an online portal that meets the above criteria will be eligible to apply for reimbursement of annual maintenance and support costs for calendar year 2023 and calendar year 2024.

    Applications will need to provide detailed budget estimates of expected expenses to be incurred.  All expenses must be incurred before December 31st, 2024.  Claims for reimbursement must include a copy of the vendor invoice, a description of the work completed, a check number used for payment and the payment date.

Nov 17, 2023 11:14 AMUpon applying for the grant, it has been brought to my attention that our GIS vendor, Sidwell, will be updating and adding features for existing users. With that being said, can I apply the grant money, if awarded, toward our annual bill for Sidwell rather than Vanguard? I don't see it necessary to have the same information on two websites. North Dakota counties that have already implemented an online portal will be eligible to apply for reimbursement of annual maintenance and support costs for calendar year 2023 and calendar year 2024.

Sep 11, 2024 5:47 PMDo you have to file an application for each year or can 2023 and 2024 be combined on the same application?You only have to file one application, if it is approved, then you may file multiple claims based on the situation. I would recommend checking out the User Guide in the Document Repository for specific examples of how to file a claim.
